I infer from the article that not everyone currently makes it as it stands now, which means next year an additional 3 teams won't make it.

SMU might have a hard time making the coference tourney in the foreseeable futuer.

It's 12, I think.

Last year it was 15 teams (which was everybody). 5 get a bye to the second round, and 4 get a double bye to the quarter finals. The remaining 6 play in the first round.
