The pardon can include crimes for which you have not been indicted. Ford pardoned Nixon despite the fact that Nixon was never indicted for any crime. This allowed Nixon to keep his retirement check. So, you might see Bush pre-empt any snooping into his administration by pardoning Cheney, Libby and others for any crimes they might have committed prior to the date of the pardon. Although Libby apparently has not sought a pardon according the the Washington Post.

True. The preemptive pardon is one of my all time favorite moves.
It tastes better when served from a Bowl (game)!
