Next to Hotel Lumen? Saw the contractor's sign, but no developer or project sign. As of today they had the stair wells built up a good 3-4 stories, pretty tall for a Park Cities development. Is the Hotel expanding?

It seems the boutique hotel across from SMU is under expansion.

Plans call for a three-story building and an outdoor pool. The new building will be valued at $6.5 million.

Stairwell. Stairwells must be able to withstand fire for a certain amount of time (I believe it is a 2 hour rating, but can't remember exactly) which is why you see the cinder block shafts.

Elevator shafts are almost always built with the rest of the framing and simple sheet rocked to enclose the shaft. In a worst case scenario you want to be able to access the shaft quickly by taking an ax to the wall and not have to drill through CMU. Also, for practical purposes it is easier to install an elevator with large openings that the framing provides before the sheet rock is installed.
