I'm not sure if this is the metric that Phil Steele uses, but other writers like Paul Myerberg (on PreSnapRead and now USA Today) ranked teams according to their predicted number of regular season wins rather than how each team would match up against one another. It sounds strange, but Myerberg's approach tended to be fairly close to the actual Top 25 rankings at the end of each season, if I remember correctly. 86/#130(?) puts us in the 34th percentile, which is pretty much 3-4 wins.
