Maybe you can have a good rivalry without great attendance (though it's a stretch) but you can't have a great rivalry without great attendance. The great rivalries are about clean, old fashioned hate for the other school and that's why people show up. We can't have one of those with schools on our level because our fanbase and their fanbases are too worried about conference affiliation, weather, game times and other frivolous crap to show up.
