No, "plains." It was an obscure russian comedy about traveling between collective farms. It starred Steve Martinski and and John Kandy.

Anyway, back on point. I see this as a real improvement and one that I think will make a noticeable difference on December 15, 2006.

Why do you say December 15 2006? Are you referring to JUCO signing date or the effective date of these measures?

I was thinking JuCo signing day. I didn't actually take the time to look up when that was. I just assumed that was the date. As far as I know, the new policy is in effect today. I believe the required committee is already in place; I know there is already a chairperson.
