no it would be redundant if the guy wrote "at UTEP in El Paso."

Considering some folks might consider the idea that SMU/UTEP is played every other year in Dallas .... no, it's not redundant.

8am in the morning is redundant, but 8am this morning is not.

UTEP in El Paso as distinguished from UTEP in Dallas (home game).
