Who becomes frontrunner for QB?

Obviously Bo Levi Mitchell and Braden Smith won't start working out with the team until the summer. Does that put Logan Turner and Zach Rhodes as the ones with the best shot at being our new signal caller? I know JJ said the best guy will play, but I would think that going through spring practice will give them a big advantage with having more time to get hands on experience in the new offense.
