3. CUSA - East picks up a team, e.g. Temple
4. Air Force* has choice of CUSA West or Central (a new SWC)
5. New Mexico schools and UTEP align
6. La Tech** has choice of CUSA Central or West
7. If another Texas school, like UT San Antonio qualifies in the future, add them to Central
8. Offer Army and Navy flexible FB memberships or play-in opportunities
9. 2 Game Championship Series for 3 Division Winners, plus highest ranked #2
10. CUSA Winner gets spot among 5 Bowls, perhaps Cotton.

A 28 team CUSA? I am not one to stifle creativity, but this will never happen. It is far too large, and maintains all of the weaker schools that are best left behind. There are far too many problems to go into detail regarding all of them.

There is, however, one of your propositions which I will give particular attention to. UT San Antonio is not a program that SMU needs to build. If SMU ever wishes to leave behind CUSA and join an AQ conference, then it must not decrease its value. To add UT San Antonio would be to add another program in a large city with access to Texas recruiting. Large state schools are more attractive than smaller private schools, which means that were SMU to elevate UT San Antonio, SMU would be doing so at the expense of itself. Furthermore, UT San Antonio is not even Division One at this time. Taking a school directly from a lesser field of play and immediately associating it with ourselves makes us seem desperate.

Have you ever wondered why SMU does not want North Texas in its conference? The same rules apply to UT San Antonio. We would only lose standing from deeming them our conference equals.
