Going strictly by last years Sagarin ratings it would be:

Who is missing from both lists, who have been success stories in the past?
- TCU - So. Mississippi - Marshall As we gain ground (?), have these players, especially the Horned Frogs, been moving toward us? UTEP looks like the power in the West CUSA with Memphis in the East. Pony Up
TCU was 3-8 last year. They are joining a new conference and now have to play games at altitude. The MWC is at least as good as the old CUSA was in terms of quality, so I don't expect them to turn things around next year to any great degree. I think UAB and Memphis should be the class of the Eastern part of CUSA, but Marshall and USM will pressure them. I think the west will be pretty competitive. I guess UNT got picked because they'll probably win the Sun Belt, again. I wouldn't overlook Northern Illinois and Toledo in the MAC. Boise is rated a little high, they lost a lot of players to graduation. Fresno should be the strongest WAC team next year. Utah should win the MWC, but having lost Meyer that might change the equation, if they stumble watch out for UNM. And in the BE (which I really don't count as a BCS conference), it should be a battle between Pitt and Louisville with U Conn showing improvement and W Va. maintaining a strong presence especially at home.
I agree that the new Big East is a mid-major conference and, more importantly, shouldn't get an automatic qualifying spot.
