That's all probably true.

But IMO, the summer AAU coaches are getting paid for 'indirectly' pointing kids to certain programs. Here in TX, we are now seeing what has been going on for decades back East in HS BB recruiting...

That and the shoe manufacturer slant. Oh, your teams wears Reebok, sorry my kids a Nike kid. Oh, your teams wear Nike, my kid is a Converse kid. And of course, let's say UT wears Nike and they want player X, UT can't bribe the AAU coach, but Nike can say, hey we like the job you're doing, we think you might be entitled to a bonus for your shoe contract, X would look really cool wearing burnt orange next fall. That's where the payola is for these AAU coaches. I would love to see the NCAA deal with that mess.

Unfortunately, the NCAA has enough trouble enforcing some of the laws and articles that they already have. You would need all the police that desserted New Orleans and a few more folks to make a dent in what goes on with the AAU coaches, shoe companies and college coaches. Sonny Vaccaro writes a lot of checks to a lot of people.
