It is not like Navy had not been running the option for the last 400 years before that. PJ did not go into Navy and all of the sudden make them an option team. This is a whole new system with completely different blocking schemes, techniques, reads, and calls. You cannot tell me it will be easy to pick up and run from the start, it would take time.
