It's not the game, it's the fans. the game represents the opportunity to cause trouble, and has nothing to do with the rioting. sometimes it provides an organizational tool, like "everyone start breaking chairs after the first goal is scored, or at 60 minutes if no goal is scored" that kind of thing.

It is a perfect setting, a boring game with 60-100,000 fans with nothing else to do!
