You gotta start somewhere:
Hold a spring game somewhere, and invite people.
75,000 seat stadium, Ford, Cow Pasture, all acceptable venues. Just start it, and do it annually.
Hire a head coach who enjoys being the face of the franchise, as well as a program builder.
Hire athletic department personnel that believe promotion and marketing are not criminal activities.

We've done that.... at Ford, at Highlander Stadium, at the intramural fields, Safeway parking lot(?) - Spring football games are boring as hell at any level.
