You gotta start somewhere:
Hold a spring game somewhere, and invite people.
75,000 seat stadium, Ford, Cow Pasture, all acceptable venues. Just start it, and do it annually.
Hire a head coach who enjoys being the face of the franchise, as well as a program builder.
Hire athletic department personnel that believe promotion and marketing are not criminal activities.

We've done that.... at Ford, at Highlander Stadium, at the intramural fields, Safeway parking lot(?) - Spring football games are boring as hell at any level.

The Annual Spring Games were Fun
The Annual Spring Practice is boring as hell. I'll never go to another one-what a waste of time and lost opportunity to showcase your program to recruits.

And help build fan base with young ones and old by letting them meet players. Make a carnival or something to generate interest. Geez, I have never seen a school work so hard not to promote themselves. I know I know, preaching to the choir...
