How can Rice recruit a receiver who is 6'5"' and Jones with his "pass happy" offense rarely get a receiver taller than 6 even?

I know he says he likes speed above size, so maybe he is adjusting up in speed for diminutive guys? Well, if this 4 foot receiver were 6 foot tall, he'd be able to run a 4.3.
