Work with a guy who tweets a lot for Temple and AAC about this specific item. The rule needs to be corrected, because you can't enforce this. If they tried to enforce it arbitrarily on one school, the NCAA would have a bad day dealing with the PR fallout when they dump all the tweets these kids get from other schools fans. Really think the compliance tweet is one of those "action per instruction for documentation" items where it is sent out by the school so they can show they told everyone to not do it. Same for the post on this board. This is a popularity contest for some of these bigger players, and that contest is being won by the big schools and their female "boosters" tweeting comments and fans constantly trying to keep their schools name in that players mind. The kid in question is a perfect example of this...getting a large number of tweets from fans extolling the virtues of their school and how big he would be to the program. Remember, a lot of these kids have been told their [deleted] don't stink for some time now...they want to see indications that would continue at school.
