Have to get board of regents approval in public meetings. You don't want to wait until fully funded to get approval unless you want to delay construction. You don't want to waste the effort to get fully funded if you don't know that you'll get BOR approval.
And if you're going to get approval in a public meeting, you might as well announce it. Helps with fundraising and shows transparency in the process.

Just meant it to say that UH is no closer to actually building anything than SMU is.

Per
this article, the final design phase has started and construction will start in the Fall pending BOR approval of the final designs and the funding plan. It's always possible funding could fall through which would cause the BOR not to approve it, but it looks very likely that construction will start in a few months.
Perhaps SMU is at the same place just not in the public eye. Perhaps you don't think UH will come up with the funding.

SMU's design plans are already completed-its a multi-sport plan required due to land-locked space. SMU is ready to go if SMU can get the required funding
