Rutgers has 3 straight dead ball penalties after First and Goal from 1-then a loss of 4 . Fans are unhappy

Rutgers got the ball to the one, then two false starts and a breaking-the-huddle with 12 men meant that 1st and goal from the 16 occurred. Now 2nd and goal from the 21 after a 5 yard loss on a run
