If you don't recruit at all yet win one game, you're better on the field than at recruiting. Notice almost all the teams you would envy and are always in the hunt almost exclusive out recruit and underperform on the field.
Tennessee is the team that strikes me as doing much less than with the talent provided.

Quite the contrary in my opinion. As bad as we are it shows just how much worse our recruiting is. All those who believe in psycho kinesis, raise my hand

I agree, but we should be under the line, near the lower left corner (based on this year). If you plotted the last three years on that graph, I think it would show us headed straight for the lower right corner.
