Perhaps we are recruiting the most academically capable minorities we can get nationally instead of just tossing a few quota filling full rides to locals

I don't think offering those scholarshis to area kids by TCU would be tossing a few kids full rides to fill quotas. I think TCU may be a bit more assertive in getting DFW kids to their school.
