When one guy is ineligible it is reasonable to assume it is on him. It happens everywhere. When THIS happens, if all true, it is atypical and looks systemic.

No, what you are assuming is racist. Right or wrong, if anyone is talking about his unwillingness to work is because they believe he is being named ineligible. I have been around the block many times and have seen time and time again that those who quickly pull out the race card are the worst racists of all.
