It means you're some person with a masters degree teaching college level courses... An "instructor" is not a professor and has no tenure track. Not uncommon to see it in business schools at big schools and even in fine arts programs (where an MFA is often considered a terminal degree). A bit odd to see in a very small private school's math department.
