The big state schools know the NCAA will never hammer them so they accept these kind of rulings and when they get caught the other powers will play the game and keep quiet. It's the way the NCAA works, and always will.
And it doesn't help that we have been taking our licks on these things without fighting back for decades. We have become their go to whipping boy. I remember that while we were constantly under investigation in the 70s the papers were reporting that the NCAA was not investigating UT when the Texas Legislature was paying their football players to work in a non-existent printing shop. Despite the whole thing being criminal, UT conducted an in house investigation and declared themselves innocent. The DMN (Bevo) reported that, consequently all was well. The DA, the Attorney General, the Governor and the NCAA whistled Dixie and never opened a file. Meanwhile in Dallas, lives were ruined over a few dollars here and there for fumble recoveries. Sad lessons of the real world.
