That is evidence of "Institutional Control". Board of Trustees is the governing authority of the Institution-Baylor University. In SMU case after getting caught for 4th time in a little over 10 years, SMU Board of Governors decided to continue cheating by making "payroll" and intentionally continued to break NCAA rules. Baylor made the decision that Bill Clements, Ed Cox et al failed to do in 1985 before NCAA caught SMU for 5th time. Another nail in the Coffin for the Good-Ole Boys way of doing things. Baylor's Board of Trustees deserves credit for taking strong action. SMU Board of Governors royally screwed up

Baylor says a review of how it handles sexual assault complaints revealed a "fundamental failure" to follow federal regulations and investigate allegations of misconduct.
In a statement Thursday, the university said actions by some administrators "directly discouraged" some potential victims from coming forward, and in one case retaliated against someone who did report a sexual assault.
Board of regents chairman Richard Willis said he was "horrified by the extent of these acts of sexual violence on our campus."
A person with direct knowledge of the situation who spoke on the condition of anonymity because of the sensitivity of the matter said that the Baylor Board of Regents did not view any of the three key leaders involved in the sexual assault scandal — Briles, Starr or McCaw — as irreplaceable, and that the football program had reached a level of success that it would not backslide to the bottom of the Big 12 were Briles no longer the coach.
