TCU and WVU were picked up because they were the best schools available that could play in the B12 in the Fall of 2012. For reasons that still baffle me, the teams fleeing the B12 didn't have to give much notice.
1) Due to blind luck, TCU had not technically joined the Big East. Thus, it did not have to wait to start with the B12. It was a perfect fit.
2) Although it was contractually bound to provide 27 months notice to the Big East, WVU was willing to take the litigation risk (in part because they filed suit first in WV state court) involved in breaking their contract. Thus, it was willing to play in the Fall. Other potential targets weren't willing to take that risk.
