The challenge is that conflicts with the interests of TV. What they should do is establish a second draft after the NFL draft and draft players straight out of high school + the remaining players who didn't get picked by the NFL. Use the league as a development league and college bypass and sell the players to NFL teams through a transfer fee like soccer. Create 10 teams, 5 in Flordia, and 5 in Texas and just play in high school stadiums around the state. Two divisions, Texas and Florida, and the division winners play each other in the championship game. You will make enough money from attendance to break even, get a little money to put the games on ESPN + and from advertising, and your profit comes from signing players straight out of high school and selling them to the NFL.
