Yes, many coaches in the past have reneged on outstanding offers. The players had an offer from the institution, but the relationship was with the past coach. Re-offering is a way of officially saying the new coach wants them.

Marketing. Do you want the new coaches to silently tell a player that they still have an offer? IN which case everyone asks why the new staff isn't active? Or do you what the twitterverse to know that the coaching staff is active and engaged?
