Shabazz Dotson entered the portal just before the '22 season started and still hasn't found a new home. Not sure what his situation might be but I assume these guys can sign with a new school before classes and the '23 season starts. They are still "student athletes" so pretty sure eligibility would begin with a new school semester and there are rules about how many times a player can transfer and be eligible to play immediately as an undergraduate
