Coaches can't publicly comment about prospective recruits until they sign.

They can acknowledge who they are recruiting, just can not say anything about how the recruit will impact their program..................

How did you arrive at that conclusion? You are wrong...Stallion's statement is the correct one.

Well, he could have asked questionis about recruiting generally and whether there was a possibility of any spring signees. Of course, Doh may have put all such questions off limits for the interview.

I stand corrected...basically. However, it does say that they can only "confirm" that they are recruiting some one which implys that the comment would be in response to a question and not that in general that an institution would just state who they are recruiting. It also would preclude stating that a recruit had committed to the school until after the letter of intent is signed.
For reference, the article that covers this is:
13.10.2 Comments Before Signing. Before the signing of a prospect to a National Letter of Intent or an institution’s written offer of admission and/or financial aid, a member institution may comment publicly
only to the extent of confirming its recruitment of the prospect. The institution may not comment generally about the prospect’s ability or the contribution that the prospect might make to the institution’s team; further,
the institution is precluded from commenting in any manner as to the likelihood of the prospect’s signing with that institution. Violations of this bylaw do not affect a prospect’s eligibility and are considered institutional violations per Constitution 2.8.1. (Revised: 1/14/97)
