I assume that rather than make this hard count play more complicated for our Rookie QB, the coaches have designed a play to quickly get rid of the ball, make a one on one matchup for the hot WR (by attempting to freeze or hopefully freezing the Safeties by no one moving on the OL, etc.), and also a chance to get the Offsides at the same time.
Then, it's just Willis' call whether or not to attempt to complete the ball OR throw it away - depending on whether they have the Offsides secured or now.
I think he was just throwing it away when he threw it over the Tulane DB - but almost not quite far enough since the DB backed up and almost got an INT.
