I am in Houston and definitely going to the game, but not a band member though.

I've been asked to come back to the regular band due to lack of tubas. I haven't given an answer yet. I'm trying to figure some logistics.

Is it a "don't call us we'll call you" situation or is any old alum welcome?

No idea, but my plans are confirmed now. I will be there. I am bringing my dad and at least one of my sisters.

Am I overreacting by being upset that Don didn't already have this game as part of their schedule? And if by some chance we do win, are the parents of the football players and the alumni band going to have to step up to make sure we have a band at whatever bowl game we go to?

Yes, you are overreacting. You know that we only have x dollars for travel and the like, and the tech trip, had we not been all but forced to go, absorbed those funds. Instead of being angry, you should channel that energy into cheering on saturday.
And, I'm pretty sure travel and things are covered in the event of a bowl game. The athletics department isn't dumb, anf beyond that I think the bowl covers those costs (that may be wrong).

Yes. You are overreacting. If you only have enough budget to go to a couple of away games each year and if you're trying to recruit new members to the band, I think he made a good decision. Who knew that Rice would be such a big game for us? Otherwise, we wouldn't have people paying $200+ to fly down there and making last minute travel plans.
As far as a bowl game, I would assume it is like NCAA basketball tournament. The students are probably told that it is a requirement if it happens and the school or athletic department probably has a financial plan for that situation (even if it hasn't happened in 20+ years).

Here are some answers. Don did not want to go to Tech. He had planned on going to Rice, but Turner wanted to make a big show at Tech, so Don was forced to make the Tech trip and cancel the Rice trip.
As for bowl games, the bowls pay for team, band, cheerleaders, pom pom, etc. This is however, part of the bowl payout figure. As an athletic department, you are foulish not to use as much of the bowl payout as possible, because, any money left after expenses goes to the conference. WHEN we go to a bowl this year, the band, cheerleaders, etc. will be provided with travel, room, meals and expenses. It will be required that bandmembers attend, not an optional pep band situation.
Just send 'da money.
