What The Hell Did We Waste a Redshirt Year on Bailey at RB?

Yenga looks like he could be a pretty good player. He displayed some strength and quickness late in the game. I know it was techs second team but I saw some good things. Justin Smart needs a lot of work in terms of technique. He had no moves. The Tech linemen just led him right up the field, to the outside and away from the QB. Justin did display some speed and quickness by closing in from behind on a few plays.

Not all appeals are granted, you have to prove that the player had a medical condition that necessitated him missing the entire season, and he cannot practice or dress out for games the rest of the season.[/quote]

True, we do argue about this each year, so my next question would be when was this rule passed, and when does it go into effect? I need your help here, because I've never heard this before. Instead, when I look through the NCAA website I keep running into this sentence: "The term "redshirt" is used to describe a student-athlete who does not participate in competition in a sport for an entire academic year."
When I paged through the NCAA Division 1 manual, this is the section that refers to seasons of competition:
14.2.3.1 [b]Minimum Amount of Competition.[/b] Any competition, regardless of time, during a season in an intercollegiate sport shall be counted as a season of competition in that sport, except as provided in Bylaws 14.2.3.1.1, 14.2.3.1.2 and 14.2.3.1.3. This provision is applicable to intercollegiate athletics competition conducted by a two-year or four-year collegiate institution at the varsity or subvarsity level. (Revised: 1/11/94, 4/28/05 effective 8/1/05, 5/9/06).
and:
14.2.3.4 Intercollegiate Competition. A student-athlete is considered to have engaged in a season of intercollegiate competition when he or she competes in an athletics event involving any one of the conditions
characterizing intercollegiate competition (per Bylaw 14.02.6).
and those conditions are:
14.02.6 Intercollegiate Competition. Intercollegiate competition occurs when a student-athlete in either a two-year or a four-year collegiate institution: (Revised: 1/10/95)
(a) Represents the institution in [u]any[/u] contest against outside competition, regardless of how the competition is classified (e.g., scrimmage, exhibition or joint practice session with another institution’s team) or whether the

No exception is made for non-conference games.
So, my final question is can you show me this new rule, anywhere in either the D1 manual, or the NCAA's website? Because I would like to read it and I cant find it. Thanks.
