Where were the cars being towed from?

If it was from the BLVD, please explain why someone should not be towed if they are "stealing" the space someone has paid for in advance?

indeed the game environment is much less friendly this year in alot of ways. really a mistake on SMUs part. its creating alot of bad will already.
