Tickets for little ones

I'm bringing some friends to the UCF game who have a 2-yr.-old. Does anyone know the policy on tickets for kids? At what age do you need to buy them a "seat"?

2 and under are free. "He'll have to sit on your lap," I was told by the guy at the gate the last time I took my kids. Riiiight.
