Just to clarify on the whole recruiting thing. There are no such things as partial qualifiers anymore. Only Qualifiers and non-qualifiers. Most of the BCS conferences do not allow their programs to recruit/admit non-qualifiers. Some of the other conferences do (I believe C-USA does). However, the ones that do allow it, do not have more than a handful on their team. I believe Boise State had a couple last year but the majority were qualifiers. The whole 950 scale thing I am not sure of, and that would obviously hinder things, but some of our facts are a little outdated.

That is true (there are no partial qualifiers anymore)and I've posted that many times on here but you should also point out that the sliding scale was changed to deemphasize the importance of SAT/ACT scores so that part of the equation actually makes more players full qualifiers that don't have to go the JUCO or Prep route. The NCAA made big bold statements that it was making qualification more difficult(which they did in certain respects especially core requirements) but through the back door watered down other requirements realated to SAT/ACT. Its a moving target and old discussions are often misleading.
it is a moving target, but regretably SMU has failed to move with it. The talent gap, even with teams like Tulane and UCF, widens. It is frightening to see the gap in reserve players ( like this past Saturday ) is so far from competing with the opposition.
