Once a player receives a football scholarship, can it be pulled?

Sure. It's generally frowned on from an ethical stanpoint (certainly from a recruit's standpoint).

When people don't perform their job, they tend to get fired, couldn't it help provide some incentive to players to give 100%?

Not if you want to sign players from their families, or from their high schools or players coached by their HS coaches. Revoking a scholarship would not be forgotten any time soon.
