That is the holdup. Everyone remain calm, this should be resolved by early Monday.

Agreed. A snag is probably something that needs to be added to the contract... buyout language, assistant pay, recruiting stuff, etc. This doesn't mean he got up from the table and said let's go to dinner with your boosters so everyone can feel awkward.

From the sound of their Athletic Department, they probably do not have a fax machine so we may need to wait on them to mail the release.

Not in the budget. Have to get it approved. Has to go through the mail because there is no fax machine. See earlier problem.
