LUBBOCK, Texas -- Lubbock officials planned to declare a state of emergency Friday after a tropical depression dumped nearly 7.5 inches of rain in 24 hours, causing widespread flooding that swamped homes and shut down Texas Tech University as well as businesses.

There were no reported injuries, city officials said.

they are saying on the Tech board that the Fire Department is now pumping water from the field. One concern is that the small pellets on the FieldTurf might float away damaging the field.
