BCS, has Congress finally got it in their sights?

I have a sense that Congress has finally shifted sights slightly from just a national playoff but the bowl tie-in monopoly of the BCS. Does anyone else sense this? It can't help but improve our chances (once June turns to corner) to compete with the larger conferences for the major bowls.

If there was no BCS conferences then i would imagine recruiting would get a little easier for the current non-big 6 schools.
