What would be the effect on the passing game if the NCAA banned the wearing of gloves?

Not sure about the passing game, but the proctology majors would no doubt transfer to NAIA schools.
I'd kill for a Nobel Peace Prize.

Significant dropoff, although it would be impossible to guess how much. Those things are pretty high-tech now, and have a remarkable grip, even in poor weather. It's gotten to where any receiver who doesn't wear them is a significant rarity.

banning gloves would only handicap players being drafted by the NFL

Less stripes? Are you kidding? SMU's lack of success is undoubtedly attributable to having only four stripes across the sleeve and three down the pants leg. Way too few.
Now if you had eight stripes across the sleeve and six down the pants leg, then you'd play some big-time college football.
