It sounds like while administration/Turner said that they would admit anyone who met NCAA qualifications, the "Review Committee" never went away - meaning they were lying from day 1. If you have NCAA qualifications as your only requirement, there is no need for a "Review Committee" for what they call - marginal cases.
It does seem like they've loosened admissions criteria but they were clearly lying from the beginning about who they would let in.
