Silver Lining for Non-BCS powers?

With the departures of undergraduate such as Williams, Fitzgerald, Clarett, etc., are the BCS Power schools threatened when they might get less than 3 - 4 years from their star recruits? Bundled with the pending restrictions on excessive recruiting practices and the requirement to improve graduation rates, is there hope for private schools and Mid-Majors to build a stronger base to compete on?
