If the six current conferences with BCS bids approve the move, the Conference USA and Mountain West partnership would already have majority approval. Conference USA also would have to either drop its championship game or seek approval from the NCAA to play a second championship game.

The BCS has a history of tweaking its formula when it feels political pressure. Giving Conference USA and the Mountain West an automatic bid would satisfy the most powerful detractors of the BCS system, clearing the way for the college football format to continue without obstruction. It's bad news for the WAC, the Mid-American Conference and the Sun Belt Conference, which would be shut out of the BCS system unless conferences such as the Big Ten trigger expansion and more
realignment.


There has been support for adding a fifth BCS bowl game for quite some time. Capital One Bowl officials were hoping they could host that fifth game, but lack of renovation of the Citrus Bowl and a strong political push in Dallas makes the Cotton Bowl most likely to eventually join the BCS rotation.
