Stallion, you know better than this buisiness.
1. The ACC is not going anywhere ECU or West Virginia, not when Syracuse, the school it publically stated it was shooting for before the Virginia Gov got in the way, or even UConn, a solid school with a strong overall athletic department, are available.
2. The Big XII picks up UTEP AND Rice? Seriously?! MAYBE one or the other, but never both.

This guy is throwing stuff at the wall to see what sticks.

No he's just assuming these conferences are going to 16-when you do that then there really aren't much left for the ACC, Big East and what we now call the Big 12. He's looking 3 years down the line

Using a one-size-fits-all model in this scenario - especially when no conference in existence has even hit 14 yet - is the same as throwing mud at the wall.

Note 3 Conferences have seriously considered up to 16 teams-PAC, Big 10 and SEC-when you realize the importance of 16 X 4 then you'll see it very well could happen in the near future. Its a game of survival especially for Big 12, Big East and ACC and nobody wants to get left behind-which in itself is motivation for further expansion

But to assign schools to conferences based soley on geography - UTEP and Rice to the Big XII, or ECU to the ACC, i.e. not schools that would add something to the conferences - IS closing your eyes and swinging, period.
The Big XII is about to engage in an experiment to see if there is such a thing as addition by subtraction - see if they can get the same money on the table for 9 schools as they had for 12. In some ways - some - they are going to try to see if NU, CU, and A&M were just more mouths to feed. I have a hard time believing that if those schools turn out to be excess fat, then schools like Rice and UTEP that don't expand the TV footprint, don't put butts in seats or eyes on a TV set, and don't bring name brand recognition aren't going to get an invite just to get to 16 - that's not expansion, that's welfare, and you know that.

The guy doesn't know what he's talking about.

Missouri is no threat to go the SEC - nobody cares about the St Louis media market. Also no way is FSU getting in the SEC - Florida will nix that.
