If I were a public service union member and a public university started paying a "stipend" to football and basketball players, I would want them to join the public employee union to recieve this "pay".

We'll need to raise annual the scholarship limits from 25 to 53 so they can do the work of 25.

One fundamental problem with a stipend.

Exactly! Even if you pay them legally, somebody will always be there to pay them more illegally. The whole thing is just [deleted].
