GO PONIES!!![/quote] There are a number of issues raised by your question but A&M is, in effect, a state agency. The agency commissioner or, in this case the President of the university, operate in accordance with laws enacted by the legislature, and typically are given authority to promulgate rules and policies concerning public access to agency property. I live next to the University of Texas at Austin, and I regularly see the UT cops haul off car loads of transients to the county jail who are then charged with criminal trespass for being on campus.
