If you read this ESPN analysis of Briscoe, it sheds some light as to some of the reasons we have not offered yet, despite trememdous talent and upside. some of his traits/habits dont fit very well for a R&S qb. not to say coaching cant fix that...
"Briscoe is an athletic quarterback with excellent size and adequate-to-good arm strength for the major college level. He is one of those prospects that can look really good, but can also look very raw and unpolished. You can see he has some natural ability to throw the ball, he is athletic and he shows competitiveness as a player, but he has a ways to go in terms of being a crisp, sound quarterback on each and every snap. He has some riverboat gambler traits and will flash the ability to make some difficult throws look easy. Can make the vertical throw down the sideline or middle of the field and does a nice job fitting the ball between coverage on seam routes, option routes and throws between the numbers. Works exclusively out of the shotgun and can be a bit of a sandlot player. Is athletic enough to buy time, even be utilized as a designated runner due to his size and elusiveness, but we would not classify him as a dual-threat that is sudden and explosive. The issue with Briscoe is his footwork as a pocket passer. He rarely sets his feet. He retreats in his drop, but we don't see him consistently pull up, plant and drive the ball with strength from his lower body and waist. He seems to always be throwing off his back foot which limits his accuracy and arm power. He has shown flashes of taking the snap with a quick drop, plant and get the ball out and when he does, he can be a dangerous passer. Essentially what Briscoe needs is fundamental work with his feet and release. Ball carriage can be low, release is quick, but also 3/4 and he would be much sharper with more consistent footwork. Briscoe is intriguing because he has measurables and the arm to make the throws. His ceiling for development is high because at this time he is not always sound in his methods which are coachable."
Somehow I don't know if June wants a project at this point in the program. But if he does this young man would be a nice one to have. Videos shows he has a cannon for an arm.

I think I read where he had a couple offers taken away by schools as soon as another QB recruit committed to that school, I think that's what he's talking about
