My wife and I went to the Dominican a few years ago, and we dropped into this little casino one night. It was pretty much empty. I sat down at a blackjack table with the only other person playing blackjack in the place. The guy was like 450 lbs if he weighed an ounce. He went on to tell me that he retired there from Philly because his money went farther. He also said that he always had a "girl" living with him. When one left, another one came along because to them, he was fairly well off even though he retired on a government pension. Could have been BS, but I've heard of the same sort of thing happening in other Caribbean and Latin American countries. The things some folks do for money.
