When you install phpBB, links open a new tab by default. Mods turned it off for some reason. It doesn't make much sense. It keeps your site open on the users browser, that is always a good thing.

From what I read this was changed from phpBB2 to phpBB3. Lots of complaining about it - I installed a fix for it so the links should open in a new tab. Testing:
