But every report that I have seen still mentions "legal entanglements" (or some similar language) as being the remaining issues - that has to be the 27-month notice period.

Yeah the NY Times has a lot of "insiders" in the B12.
Think about this: why would The Big East "cave" and allow WV to walk based on some threat by the B12 to take Louisville and Cincy? Short of some formal agreement to the contrary, the B12 could take WV and then turn around and just take Louisville and Cincy anyway and wait out the 27 months. At that point, what do they care? The Big East crashes and burns as teams flee to other conferences.
The Big East's only shot is to hold teams to the 27-month waiting period and count on the fact that teams like WV and Cincy don't really want to play in the B12 anyway.

I understand, but what is to stop the Big 12 from taking 2 more at that point? If they bend on that rule for WVU, won't they have to do the same for Pitt/Syracuse?
I get your argument and it makes sense on many levels, but the Big 12 NEEDS that 10th team in 2013 for its TV deal....making them wait may make them go to the next option.

Yep, it's being reported as if its a done deal already. That Mizzou is going SEC, and WVU is going to the Big 12. I wonder if Boise St. is going to turn down the Big East. If so, I suspect all bets are off, right?
